Who issues septic permits
In unincorporated Butler County, household sewage treatment systems are permitted and inspected by the Butler County General Health District (BCGHD). Its contact details are on the health district's website, linked in the sources below.
Ohio's statewide rules for these systems are in Ohio Administrative Code Chapter 3701-29. The local health district applies them, reviews plans, and issues permits.
The permits and forms the health district lists
BCGHD's sewage page lists these applications: a site review for a household sewage treatment system, a permit to install or alter a sewage treatment system, an abandonment permit, a sanitation review for a deed transfer (for lot splits and replats), a health review for a zoning variance, and an application for a Board of Health sewage variance.
For a new or replacement system, the usual order is site review and soil evaluation, then a system design, then the permit to install, then installation and final inspection. BCGHD also publishes a list of soil scientists and system designers.
Registered professionals only
BCGHD states that everyone doing sewage or plumbing work must be registered with the local health district where they work, and that unregistered work is referred to the prosecutor's office. Installers, service providers, and septage haulers register with BCGHD, and the district publishes a list of registered professionals.
Before any permitted work starts, check that the contractor appears on the district's current list.
Fees
BCGHD says its environmental health fee schedules are reviewed and approved by the Board of Health every year. Check the current fee schedule with the district instead of relying on an old number.
